Founded by a former congressional appropriations staffer with more than five years of experience working directly for Members on the Appropriations Committee, we bring insider knowledge of how federal dollars actually move—from authorization and appropriations through agency implementation.

Adam Jardine is a seasoned congressional policy professional with more than a decade of experience navigating the legislative process at the highest levels of the federal government. He has worked extensively on healthcare, environment, and appropriations policy, advising Members of Congress, drafting legislation, preparing hearing strategy, and engaging directly with executive agencies and national stakeholders.

Adam has previously served as a senior staff member in the U.S. House of Representatives on the Appropriations Committee, where he played a central role in advancing complex policy priorities, securing federal funding through the appropriations process, and translating constituent and organizational needs into actionable legislative outcomes. His work spans authorizing legislation, budget negotiations, oversight, and bipartisan coalition-building.

Through 302(b) Strategies, Adam provides strategic guidance to nonprofits, associations, and mission-driven organizations seeking to engage Congress effectively. His approach is grounded in a deep understanding of how policy is actually made—combining technical expertise, political judgment, and clear communication to help clients navigate Congress with precision and credibility.
